I don't think he mean camera and lens is unimportant. It is the time and energy spent on chasing equipment should not out-weight those spent on making photographs.
I agree. It's just the style he writes. He likes to proclaim and doesn't bother to kind of footnote the exceptions. Apparently he makes plenty of "enemies" at dpreview.com.
